The global project will support and strengthen surveillance, detection, and analytical capacity of infectious diseases across both human and animal health. The AMR Surveillance Advisor must meet or exceed the required qualifications listed below. This individual should be a subject matter expert who will assist with the technical surveillance aspects of the project, including developing and implementing policies and processes, and ensuring quality delivery of service on surveillance activities in Nepal. Responsibilities include: Lead technical support for antimicrobial resistance (AMR) surveillance across human and animal health sectors, ensuring alignment with national and global standards. Develop, update, and implement SOPs for antimicrobial susceptibility testing (AST), whole genome sequencing (WGS), and quality assurance/quality control (QA/QC) procedures. Train laboratory personnel on AST protocols, WGS workflows, bioinformatics, and biosafety, with emphasis on accurate data generation and interpretation. Support integration of AMR and laboratory data into national surveillance platforms (e.g., DHIS2, SORMAS, AMR databases) and ensure interoperability with other systems. Facilitate regular AMR data review meetings and contribute to the publication of AMR surveillance bulletins and analytical summaries. Apply epidemiological principles to analyze AMR trends, interpret resistance patterns, and assess risk factors for transmission at population and facility levels. Provide technical assistance for indicator-based and event-based surveillance (IBS/EBS) systems, ensuring AMR data streams are incorporated and linked to outbreak detection. Strengthen linkages between laboratory networks and national AMR databases for real-time data sharing and genomic surveillance of priority pathogens. Collaborate with government counterparts and partners to align AMR surveillance activities with national action plans, One Health strategies, and International Health Regulations (IHR). Build capacity of provincial and district teams in AMR data analysis, visualization, and interpretation for public health decision-making and response. Contribute to outbreak investigations by integrating laboratory findings with epidemiological data to inform rapid containment measures.   Required qualifications and experience: Master’s degree or its International Equivalent in epidemiology, public health, veterinary medicine, microbiology, or a related field from a recognized institution. At least 5 years of relevant experience in the design, implementation, and management of infectious disease and AMR surveillance systems, including epidemiological analysis, training, and research. Demonstrated expertise in antimicrobial resistance (AMR) surveillance, antimicrobial susceptibility testing (AST), and laboratory protocols for AMR detection. Experience training laboratory staff on AST, whole genome sequencing (WGS), bioinformatics, and quality assurance/quality control (QA/QC) procedures. Strong understanding of data systems integration and interoperability, including DHIS2, SORMAS, AMR databases, and digital reporting platforms. Experience working on large USG-funded projects or technical implementation. Demonstrated ability to coordinate staff across multiple projects and sectors, including human and animal health systems. Experience in zoonotic diseases, outbreak investigation, and One Health surveillance approaches in Nepal or similar contexts. In-depth knowledge of public health issues and trends, epidemiological theory, principles, and practices, and surveillance techniques, systems, and procedures. Ability to translate laboratory and surveillance data into actionable insights for public health decision-making and outbreak response. Strong analytical skills and experience with data visualization, dashboard development, and reporting. Relevant publications, presentations, reports, and manual/tool development. Prior work experience in a non-governmental organization (NGO), government agency, or private organization. English and Spanish proficiency required. Willingness to travel within Nepal up to 25%.
