Working with national governments and DoS, REACH will identify efficiencies and standardize best practices to achieve project objectives. These efforts significantly contribute to PMI’s goal of reducing malaria mortality and morbidity, and efficiently and effectively moving countries forward along the malaria elimination spectrum. The three main objectives of the project include: Strengthened implementation of quality malaria service delivery with an equity-based focus on unreached populations. Strengthened and more resilient health systems from national to community level. Effective global leadership in malaria service delivery approaches provided. The Consultant will provide Services as a Project Coordinator for coordinating and supporting implementation of all key project activities, with emphasis on high-quality outputs and compliance with USG requests. The Project Manager is also responsible for overall strategic development and oversight, project monitoring and evaluation, and general program management. The primary responsibility for the position is to coordinate with USG officials, international and regional partners, relevant Ministry of Public Health (MOPH) officials, and PATH technical teams. The position will be based in Bangkok, with some travel in-country. General Objective: The consultant will serve as a Project Coordinator based in Bangkok, Thailand and provide strategic technical leadership for the design and implementation of malaria interventions, and ensure that program activities meet stated goals, deliverables and reporting requirements. Specific Activities: The consultant will conduct the following tasks: Serve as the project's primary liaison with USG focal points, international and regional partners, and host-country government officials. Coordinate with other project consultants, including the Malaria Technical, Community Liaison, and Finance and Operations consultants, ensuring that they are successfully managing project activities and achieving deliverables. Initiate and manage effective collaborative partnerships. Oversee project work planning and periodic reporting to ensure high quality and timely delivery of products. Oversee compliance with the goals set in the contract and with USG regulations and PATH policies and systems. Contribute to the design of project monitoring and evaluation systems and to regular project evaluations to assess progress and recommend solutions. Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status. With the Finance and Ops consultant and REACH Finance teams, monitor project expenses against budgets, and provide forecasting detail to Finance and Administration Staff. Monitor compliance with REACH Malaria contract and PATH policies, identify and effectively communicate any risks to compliance. Liaise with PATH Security Lead to monitor and ensure security of project staff and operations Collaborate with the REACH Senior Technical Advisor and team members focusing on diagnostics, maternal, newborn and child health, data and digital health, etc. for their technical inputs into project deliverables and activity plans. Work closely with the relevant stakeholders, including Ministry of Public Health,  universities, NGOs, civil society, and private sector partners in coordinating activity implementation. Develop and write technical documents, such as Standard Operating Procedures (SOPs), tools, checklists, guidelines for training and capacity building of staff as needed. Coordinate review meetings to track progress of implementation of interventions and ensure coordination between program team and external stakeholders. Document activities and field observations for program reports, support in the creation of presentations for updates and meetings. Required Skills and Experience: Master's degree with 10 years of work experience in public health, international development or a related field. At least five (5) years of experience in managing donor-funded health programs in Thailand, including experience and technical knowledge in malaria. At least five (5) years of experience (out of 10 years) should be as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles. Demonstrated ability to lead and manage technical teams and multi-partner collaborative projects, with in-depth knowledge of Thai government systems and procedures for managing complex programs with many sites and partners are mandatory. Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, SMC, surveillance,  data collection and use for service delivery. Demonstrated ability to work with USG, implementing partners, institutions at the national and subnational level, local nongovernmental organizations, and community-based organizations and structures. Successful experience working with the Thai government is preferred. Strong problem-solving, organization skills and a positive, solution-oriented approach to challenges. Strong financial management skills, including experience in budgeting and tracking financials. Excellent analytical, presentation, and report writing skills. Excellent skills in facilitation, team building, and coordination. Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing. Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission. Professional proficiency in English and Thai required. Preference for candidates based in and qualified to work in Bangkok. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) required. Ability to travel up to 30 percent in-country; limited international travel expected. Travel Requirements: The consultant may travel approximately once per quarter to the western border areas under this scope of work.
