With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing heath challenges.  PATH’s work on Structural Heart Disease (SHD) PATH is implementing the "Young Hearts, Strong Futures" pilot project in Sitapur district, Uttar Pradesh, to improve outcomes for Structural Heart Diseases (SHDs). The project focuses on improving children’s health by implementing early interventions which will reduce childhood cardiac morbidities and mortalities. This will be achieved by integrating health system-driven innovative tools into school-based screening program and community interventions. Key components of this initiative include: AI-Enabled Screening: Deploying AI-based devices and standardized questionnaires to enhance the screening capacity of the public health system. Strengthening Referral Pathways: Establishing a robust ecosystem for early diagnosis, referral, and management of SHD cases (congenital heart disease & rheumatic heart disease) from schools and Community Health Centers (CHCs) to District Early Intervention Centers (DEIC) and tertiary care. Capacity Building: Training Rashtriya Bal Swasthya Karyakram (RBSK) teams and frontline workers to screen and refer for SHDs effectively. About the position PATH is seeking a District Program Officer (DPO) to facilitate the field implementation of the SHD project in Sitapur district. This role serves as the essential link between the state strategy and district-level execution. The incumbent will act as the primary strategic liaison between senior health officials and district administration, ensuring the seamless integration of project activities within government frameworks. The DPO will oversee the entire lifecycle of field operations, from mentoring Block Monitors to managing AI-enabled assets and expanding screening platforms. Responsibilities of DPO: Work closely with district administration and lead implementation of SHD project in Sitapur, UP Liaison with district level health and administrative officials (District Magistrate, Chief Medical Officer, DPM & DEIC Coordinator of NHM, and nodal specialists at the District Hospital) to facilitate smooth screening activities and referrals. Ensuring the effective deployment of AI-based screening tools and standard questionnaire tools in the field for screening of SHDs and management of the project devices. Managing a robust two-way referral system that tracks patients from community identification to tertiary surgical care and back for continuous follow-up. Supervise and mentor the Block Coordinators while keeping track of their tour plans and conduct supportive supervision visits in the blocks. Identify PMSMA like platforms for screening and bringing them under the ambit of project. Plan and oversee awareness activities are designed to sensitize frontline workers and the community about SHD/RHD. Facilitate training sessions for field teams, block monitors, and government healthcare staff on project protocols and technical tools. Representing the organization in district review meetings to ensure quality benchmarks and donor commitments are consistently achieved Consolidating the project related data, preparing field reports and sharing the district level reports with the state level leadership. Document best practices, case studies, and lessons learned to showcase program successes. Undertake other tasks which may be assigned from time to time by the project leadership. Available to extensively travel to blocks. Required Experience and Qualifications Master’s degree in public health (MPH), social work (MSW), healthcare management, healthcare administration or other relevant master’s degree in healthcare domain. Minimum 7 years of experience in the healthcare sector or development sector. Proven experience in implementing public health programs at the district or city level. Sound understanding of the Indian Public Health Systems, National Health Mission (NHM), and healthcare programs like RBSK. Prior experience working with government health systems, specifically in programs like RBSK, or similar NHM programs, is desirable. Skills/ Abilities Understanding of maternal and child health interventions (antenatal/neonatal care) and non-communicable disease control protocols. Proven ability to coordinate with district officials for program implementation, to lead multi-level teams and plan field operations efficiently in resource - restrained settings. Excellent coordination and  communication skills in English and Hindi. Capable of translating technical medical concepts into accessible language for field staff. Sound computer literacy (MS Office, Google Sheets) and simple mobile applications for reporting and data interpretation. Ability to anticipate operational challenges and devise context-appropriate solutions. Demonstrated sensitivity to cultural contexts and ethical practices in community engagement. Ability to manage multiple tasks, set priorities, work independently, and maintain a high level of accountability. Travel: Willingness to travel frequently to district Hospital, CMO Office and block-level health centers (CHCs), and communities for supervision and support.
