Purpose of the Role The Project Finance Manager contributes to the effective financial planning, monitoring, oversight, and control of projects funded through IRC Sweden and implemented by IRC’s country offices and non-IRC partners. The role is required to be proactive, engaged, and effective in providing ongoing support throughout the project life continuum, from pre-award planning and budgeting to post-award reporting and closeout. The role is new for IRC Sweden and will also drive, develop and document processes within this area.  Direct Reports : None Key Accountabilities 1.    Project Finance  Track financial performance of the projects to provide accurate and timely financial information critical for effective project management, decision making, and reporting. Accountabilities include: •    Business partnering, providing value added intelligence, support, and advice that project delivery teams for decision making. •    Budgeting and financial monitoring (incl. expenditure, match funding, cash balances, eligibility, existence, and completeness of supporting documentation) •    Review and provision of feedback, ensuring timely submission of reports in collaboration with / ensuring inputs from relevant PA, Country offices (CO) and Regional Office (RO) finance staff. •    Fund management and cash transfers includes fund requests, tracking of funds receipts from the donor, transfers to the partners, and the associated reconciliations. 2.    Project Accounting  Provides support and expertise on project financial accounting and reporting, including their impact on the preparation of financial statements and related disclosures, as well as on analysis of financial data and formulation of budgets and forecasts. Accountabilities include: •    Review / proof accounting records (e.g. receipts, advances, expenditure) on test basis.  •    Prepare entries for Revenue recognition and ICR calculation and coordinate its recording with the finance team. •    Project reconciliations and closings – ensure compliance with the donor and IRC requirements. •    Project audit coordination: Coordinate donor specific project audits with PA and CO/RO as well as lead project audit at IRC Sweden level. Responsible for follow-up on audit recommendations and ensure compliance with donor and IRC standards 3.    Quality Assurance Ensure that financial submissions to donors meet their requirements, and that internal processes and systems operate efficiently and effectively, providing information that is accurate, reliable, and timely. The tasks involved help to identify and prevent errors, inconsistencies, and other issues that could impact the organization’s reputation with donors.  Accountabilities include: •    Review proposal budgets, Interim/Final Donor Reports, and coordinate with the CO/RO + PA. •    Review donor, sub-grants/partnership agreements to ensure compliance and compatibility with our financial systems (incl. financial clauses, FX, duration, cash flows etc.). •    Review of processes and practices as per internal policies and guidelines •    Conduct online meetings and monitoring visits to Program country offices (CRRD) finance and partnership teams on the awards’ financial management. 4.     Capacity Building Through a mix of mentoring, training and in-person workshops, the PFM will work with RO and CO to strengthen knowledge, skills and abilities on financial management of the projects. Accountabilities include: •    Develop training materials and carry out training of IRC in-country staff.   •    Develop work-processes and checklists for award implementation and record the lessons learned.  •    Coach RO/CO in financial policies and procedures regarding donor compliance, rules and regulations (incl. procurement, eligibility, match, cash mgmt., budget flexibility). •    Systems, processes, and ways of working (incl. onboarding, planning, reporting) •    Systems & Process Improvement: Serve as a catalyst for continuous improvement by promoting agile practices, driving process innovation, optimizing financial systems, and leveraging digital finance tools to enhance project delivery. In addition to the four work pillars outlined above, the Project Finance Manager is expected to build strong partnerships with stakeholders, effectively communicating project financial data to key audiences, and advocating for the importance of project finance as a critical component of successful project implementation. Key Working Relationships   Reports to Director of Finance and Support functions, Sweden. Works closely with Executive Director Sweden, other Project Finance managers within Europe, Award Management Unit (AMU) teams, Regional Finance Directors and CRRD Grants and Finance teams in regional and country offices.  Person Specification Skills, Knowledge, and Qualifications Essential •    A dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. •    Excellent financial and analytical skills, with a Bachelor's degree in accounting, business management or similar and advanced university degree in Finance or accounting. •    A minimum of 5 years' experience as a finance professional. •    Experience of financial management of institutional funding, especially from Sida and ideally also other Swedish and European donors; understanding of donor financial guidelines and requirements. •    Good communication and influencing skills: ability to communicate clearly and use professional confidence to influence internal and external stakeholders to achieve a positive outcome. •    Ability to operate in a cross-cultural environment. •    A high level of resilience and flexibility. •    Fluency in English and Swedish required.
