Position: Monitoring and Evaluation Specialist - MNCH, Nutrition and GHS The M&E Specialist – Maternal, Newborn, and Child Health (MNCH), Nutrition, and Global Health Security (GHS) .will support the development, implementation, and updating of M&E plans, frameworks, and data collection systems, ensuring timely and high-quality data analysis for program improvement, reporting, and decision-making. The role also contributes to preparing data sets, reporting achievements, and supporting internal and donor reporting requirements, enabling evidence-based program management and continuous improvement. This position will also provide technical assistance to FHI 360 Nepal’s  implementing partners (IPs), and Family Welfare Division (FWD), Epidemiology and Disease Control Division (EDCD) and Integrated Health Information Management System (IHIMS) Section, Management Division in monitoring and evaluating MNCH, Nutrition and GHS programs. KEY RESPONSIBILITIES                                                                                                                 Provide support to the overall technical assistance extended to FWD, EDCD and IHIMS Section on national level M&E activities. Collect, clean, and aggregate project data in alignment with organizational, governmental, and donor specifications within areas of technical focus. Ensure regular review, analyze the program related data and inform program staff gaps/issues and for program improvement Support in developing, implementing and updating the M&E plan and systems for the Country Office and its IPs that qualitatively and quantitatively measure long-term accomplishments, subproject progress, monitoring needs and all reporting requirements of FHI 360, donors and government as well as the methods of data collection and data quality issues. Communicate and facilitate the use of M&E data including carrying out data use and analysis workshops. Support the development of M&E framework including targets for each implementing partner's sub-agreement. Support FHI 360 Nepal and IPs staff to monitor activities and subprojects through monthly/quarterly subproject reviews, process monitoring, program data audit, midterm subproject reviews, qualitative monitoring and documentation of lessons learned. Work on developing and revising related data collection and reporting systems and tools to ensure data are regularly collected, collated and analyzed for local and global reporting requirements and the internal monitoring and reporting systems. Create data-driven presentations for reports, monthly and quarterly review meetings, and other forums jointly with Team Leader –MNCH, Nutrition and GHS and Team Leaders – MNCH and Nutrition Programs during monthly and quarterly review meetings. Support the data quality assessment (DQA) process by carrying out field visits and by helping prepare initial reports in partnership with Program Officers. Collect operational mapping prepared by IPs and carryout gap analysis for program improvements. Support M&E related capacity-building with IPs through trainings and workshops. Develop and/or improve dashboards within Power BI or government data systems Support in preparing data sets for regular project reporting and data requests of other units. Perform other relevant duties assigned by supervisors and Project Director/Country Representative. REQUIREMENTS Master’s degree in public health, social science or behavioral science or epidemiology or statistics and three to five years related experience or a bachelor's degree with over five years of related experience in development programming, especially planning, monitoring and evaluation. Ability to initiate and implement activities with minimal supervision and manage high volume workflow with multiple tasks. Experience with District Health Information System II (DHIS2), Public Asset Management (PAMS), systems to track zoonotic disease outbreaks, and other national and donor-managed M&E systems. Ability to provide technical guidance and capacity-building support to implementing partners and program staff. Experience in designing and facilitating data analysis workshops or training. Knowledge of donor reporting requirements and government health systems is desirable. Proactive in managing multiple tasks, managing and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed. Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills. Excellent oral and written English and Nepali including documentation skills.
