Project Description   Meeting Targets and Maintaining Epidemic Control ( EpiC ), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.    In Haiti,   EpiC   will work to restart and deliver critical   lifesaving HIV   and MNCH-Nutrition   activities .   This   include   in addition to MNCH-Nutrition   activities,   to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/Pr EP f or pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) ,   Direction sa nte d e la Famille (DSF), Nutrition/MSPP, UNCPV   / MS PP,   UEP /MSPP      and the department level health directorates.     Job Description   The   EpiC   Haiti   Senior   MEL Officer will support the SI Senior   Advisor in the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities within the targeted regions for the   EpiC   Haiti   project. Based in Port-au-Prince and focusing on the   West   department, this position will work with   F HI   360   project staff,   i mplementing partners, the   SI unit of   MOH   and   all   Health Directorate   to ensure that MEL activities are a ppropriate   and meet project standards. The Senior MEL Officer will support and help lead efforts to strengthen partner MEL systems and performance reporting, which may include working with program sub-partners and key stakeholders to monitor, document, and analyze the performance of HIV services and activities, ensure data quality, and support continuous quality improvement (CQI) and adaptive program management.     The position will be based in FHI 360’s office in   Port-au-Prince . Strong preference is for Haitian national candidates   currently based in Haiti .     Job   Responsibilities:    Support the SI Advisor in   the   design and implementation of M&E systems and tools for the project ;   Synthesize reports, analyze   data   and develop or adapt M&E tools ;   Work with   the partners regional   teams   health service providers , local   stakeholders   and   the   West   Health Directorate   to provide support and guidance on project M&E activities, ensuring alignment with   DoS    and   PNLS   reporting requirements;     Work with partners   region al M&E tea ms   to sup port t he correct implementation and use of M&E tools   and platforms (MESI, PLR, RADA R.   SISNU . ) , and adhere nce   to comple te,   correct   and   timely   reporting;    Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools,   assist   in the preparation of weekly and monthly reports, and   carry out joint   supportive supervision at sites   with the partners regional   teams and the   West   Health Directorate ;    Ensure that the quality of activities adheres to   EpiC   and PEPFAR standards by supporting the development and implementation of   appropriate mechanisms   to ensure quality ;    Provide direct technical   assistance   and capacity building in the design and implementation of the M&E components of the activities in the communities served ;    Work closely with the   site   Data   Manager s   to   assist   in the development and maintenance of computerized data capture of the program and provide technical   assistance   and training to the staff at the sites responsible for data entry;    Ensure data entry on   DATIM and FHI360 Headquarters platforms as needed.   Identify   and document technical or operational issues   encountered   in national digital systems such as MESI,   iSantePlus , PLR, and RADAR,   SISNU   and promptly escalate them to the SI Advisor and relevant national stakeholders for resolution;   Provide technical   assistance   to the   site Data Manager s and   partner MEL teams   and   ensure   integrati on of   EpiC   data into the national HMIS.   Build capacity of   regional MEL   staff   in project M&E, especially data collection,   management   and analysis for use in decision-making and course correction;    Document lessons learned and best practices in M&E, according to USAID and PEPFAR guidelines;    Remain informed of current issues   regarding   M&E of programs in the HIV/AIDS field by review of current literature and   Haitian   protocols,   guidelines   and standards ;    Assist the SI Ad visor in leading   coordination of   regional   MEL activities, ensuring alignment   with program and   national MEL priorities;   Contribute to the preparation of donor reporting deliverables, including narrative reports, performance summaries, and indicator validations;   Mentor partner MEL teams and   provide   strategic guidance on MEL planning, data interpretation, and data visualization;   Assist the SI Advisor in   facilitat ing   regional data review meetings and data-to-action sessions with implementing partners   and key stakeholders ;   Represent FHI 360 in SI-related meetings at the regional level, including those led by PNLS   or other institutional actors;   Ensure documentation of MEL activities and contribute to knowledge - sharing across   partners and regional   MEL teams .   Contribute to the documentation of program results and lessons learned for handover to the MSPP or other partners.   Perform other duties as assigned.     Education Qualification/ Skills & Experience     Master’s   degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics,   analyses   or other relevant disciplines, with   6 +   years’   relevant   work experience   Demonstrated   MEL experience, including experience in technical leadership and supervision of MEL teams or partner organizations .   K nowledge of health and development programs in Haiti including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision and M&E;    Experience with MER indicators and community HIV service data.   Knowledge and experience in   national-level M&E   system   implementation .     Experience   in programs serving   at-risk   populations and people living with HIV (PLHIV);    Experience in technical capacity building   and supervision   of   sub- partners,   especially those working with PLHIV and   MNCH- Nutrition   .     Demonstrated experience working with DDS and national M&E stakeholders (e.g., PNLS) .   Previous   experience working with USAID or PEPFAR supported   programs.     Proficiency   in data analysis and visualization software such as Power BI .   Familiarity with Open Data Kit (ODK),   KoboToolbox , or   Commcare .   Familiar ity with   DHIS2   environme nt .    Ability to   facilitate   performance review, data-to-action workshops, and regional learning sessions .   Ability to manage tight deadlines and deliver high volumes of work with minimal supervision .   Excellent report writing, analytical and communication skills, including oral presentation skills.   Familiarity with Haiti public health sector, non-governmental organizations ( NGOs) in   Haiti is highly desirable.   Cultural sensitivity and sound understanding of the needs of   vulnerable populations.   Proficiency   in Microsoft Office applications such as MS Word, Excel, PowerPoint , and   we ll-developed computer skills.   Ability to interpret financial   and other quantitative   information and reports .   Good report writing and documentation skills.   Ability to travel within   Haiti, and   region ally   and internationally if needed.    Fluency in French, Haitian Creole   required ;
