FHI 360 is seeking a qualified candidate who will serve as the   Principal Investigator   for a potential US CDC-funded work that seeks to reduce tuberculosis (TB) burden and mortality in countries and settings with high TB burden in Southeast Asia by strengthening the prevention, diagnosis, and treatment of TB through the adoption and expansion of innovative approaches. Activities will focus on: (1) Expanding early TB diagnosis by implementing active case finding using advanced and innovative screening methods and scale-up of novel TB diagnostic approaches, (2) Advancing TB prevention interventions including expansion of TB preventive treatment to at risk populations, conducting readiness assessments and introduction of new TB vaccines, and increasing infection prevention and control capacity and support. (3) Improving TB and drug-resistant TB treatment outcomes for all individuals affected by TB by implementation of novel and shorter TB treatment regimens.     Job   Summary:   If the prospective project is awarded to FHI 360, the Principal Investigator (PI) will lead   and   direct   the development   and   implementation   process   for   the   project   involving departmental and cross-functional teams focused on the delivery of a potential regional US CDC funded TB activity. They   are responsible for   achieving the project’s vision and strategy, directing the project technical, strategic information, and program management directors, and managing critical relationships with the donor, national and international partners, and other key stakeholders. The PI has overall programmatic and fiscal responsibility for the project, including ensuring successful implementation of the work plan and achievement of targets and goals, effectively communicating accomplishments, making financial reports, and ensuring compliance with all US government policies and relevant regulations. They will   monitor   the project from initiation   through   delivery   and ensure   that the   completion   of   project   activities   is   on schedule   and   within   approved   budget.   They will select,   develop,   and   evaluate   personnel   to   ensure the efficient operation of the project.   The preferred candidate will have strong TB technical experience as well as program leadership experience.   **This position is contingent upon successful award.     Accountabilities: Responsible   for   creating,   promoting,   and   maintaining   safe   and   equitable   work   environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.   Plans,   directs,   and   coordinates   activities   to   ensure   that   goals   and   objectives   are   accomplished   within prescribed   time frame   and funding parameters.   Reviews   project   proposals   and   plans   to   determine   scheduling,   budget,   procedures,   staffing, and allotment of resources needed for projects.   Leads the development and implementation of project strategies,   work   plans,   and   implementation plans   to   meet   project   goals   and   ensure compliance with policies.   Ensures that technical efforts are evidence-informed and contribute to project results and impact.   Fosters an innovation-friendly environment that enables and empowers the identification, generation and circulation of ideas, approaches,   solutions   and collaborations towards quality person-centered TB services.   Provides guidance and training to managers and staff to achieve project   goals   while encouraging effective teamwork .   Establishes,   serves,   and   maintains   partnerships   with   internal   and   external   stakeholders   on project matters.   Provide s   leadership   to   the   project   team   to direct and   monitor   implementation of activities within the approved work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill donor and FHI 360’s requirements .    Works closely with countr y   project teams to ensure project implementation   remains   technically sound and promot es   cross-country learning, best practice exchange, and harmonization of approaches .   Responsible   for   induction   of   project   staff,   ensuring   their   familiarity   with   mandate   values, quality standards, policies and project   objectives   and their individual responsibilities in upholding these standards and policies.   Oversees the sub-contract and sub-grant cycle from pre-award to close - out   including solicitation processes, pre-award, award,   monitoring   and close-out of sub-awards based on donor regulations, policies, and procedures.   Respond s   to issues that arise during sub-award/contract, and award project   implementation, including but not limited to, financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and/or   general performance ) findings.   Manage s   relationship s   with   donor   and project   agreement / contract .   Provides direction to country leadership on senior-level policy and technical dialogue with ministries of health and other government ministries and units.   Ensures the   timely   and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the project.   Represent s   and/or ensures FHI 360 is represented at technical meetings, conferences, and workshops.   Supervise s   and mentor s   all senior management staff.   Coordinate s   with other donor-funded implementing partners on common   objectives   and   activities, as needed.   Ensures effective communication across the entire project with team and relevant stakeholders, including, among others, (1) providing regular briefings and updates to relevant parties (e.g., supervisors) (2) facilitating regular team meetings to share information across project components and (3) contributing to positive and smoothly functioning relationships with external partners, including international partners and national implementing partners.   Maintains a strong and wide network with key partners and stakeholders in the   TB   arena and ensures that the project is represented   on   appropriate steering   and advisory groups.   Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.       Applied Knowledge &   Skills:   Comprehensive   knowledge   of   theories,   concepts   and   practices   with   project   management, process   development   and execution.   Technical leader in TB with   expertise   in latest innovations and advances in the field .     Excellent and   demonstrated   project management   skills.   Excellent strategic management ,   time-management , multi- tasking   and organization skills are   required .   Excellent oral and written communication   skills.   Must be able to read, write, and speak fluent English.   Strong   consultative   and negotiation   skills.   Strong   critical   thinking   and   problem-solving   skills   to   strategize,   plan,   organize,   and   manage   resources for successful completion of projects.   Ability to motivate, influence, and collaborate with   others   across all levels of the organization, with partners and in multicultural settings.   Ability   to   build   positive   local   working   relationships   with   local   communities,   district   government officials, UN and where   appropriate , donor representatives.   Excellent and   demonstrated   public relations, policy development, project   management   and diplomacy skills   required .   Problem Solving &   Impact:   Ensures that decisions and actions have a significant impact on management and project   operations.   Able to handle complex and highly   varied challenges.   Exercises   judgment   to   meet   business   strategies   and   develops   objectives   that   align   with organizational goals.   Demonstrates   high level   analytical and problem-solving   capabilities   to identify   appropriate courses   of action.   Identifies   potential risks to project execution and recommends corrective actions.   Identifies   constraints in the project’s processes and recommends solutions.     Supervision   Given/Received:   Sets goals and budgets for   the   projects   and leads in achieving strategic   goals.   Leads coordination of resources and addresses/ resolves   project issues.   Provides project management leadership for complex   project .   Facilitates team discussions to ensure successful outcomes.   Typically reports to   Program   Director or Portfolio   Director.     Education:   **     Bachelor's Degree required; however, an MD or   Master’s Degree   or its International Equivalent in Public Health or   a related   field strongly preferred. Project Management (PM) Certification   preferred.     Experience:   **   10+   years   of   relevant   experience   with   projects   management   principles   and practices (including 5+ years of   strategic leadership and/or   line management experience   with large USG-funded awards ).   Strong direct experience   working in tuberculosis .   Proficient   with   applicable   rules,   regulations,   and   policies   associated   with   international development and non-governmental organizations (NGOs).   Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies .    Experience managing   sub recipients .    Demonstrated experience in multi-sector project management and   implementation.   Demonstrated strategic planning, staff   development   and capacity building   experience.   Demonstrated   experience   in   leading   and   managing   complex   projects   that   are   strategic   in nature and international in scope.   Must be able to read, write, and speak fluent English .   Experience   operating   in insecure   environments.   Experience working in a non-governmental organization   (NGO).   This job posting summarizes the main duties of the job.
