PROJECT OVERVIEW : The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control and one focused on strengthening global health security (GHS).   The role outlined in this job description supports EpiC’s GHS workplan. EpiC’s GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025–2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.  JOB SUMMARY : The Supply Chain Specialist will provide technical and operational support to strengthen national and subnational supply chain systems critical for public health emergency preparedness, outbreak response, and laboratory readiness under the EpiC Global Health Security (GHS) workplan. Reporting to the Technical Advisor – Laboratory & Diagnostics / Strategic Depth Cluster Team Lead, the Specialist will support the Department of Health (DOH), partner agencies, and implementing facilities to improve the availability, security, and timely delivery of essential commodities for surveillance, diagnostics, biosafety and biosecurity, infection prevention and control, and emergency response. The role focuses on fixing immediate supply chain gaps while laying out the groundwork for resilient emergency-ready systems, including Emergency Readiness Reserves (ERRs), laboratory commodity security, and surge supply mechanisms. The Specialist will work closely with DOH–OHL, HEMB, SCM Service, RITM, DA–BAI, regional health offices, and project sub-partners to ensure that commodities reach frontline facilities rapidly and safely—especially during outbreaks, disasters, and laboratory surges. KEY RESPONSIBILITIES : 1. Emergency-Ready Supply Chain Systems Support assessment and documentation of existing supply chain management (SCM) systems at DOH, CHDs, laboratories, and priority health facilities to identify bottlenecks affecting outbreak response, diagnostics readiness, and delivery of essential medical services. Design and support implementation of interventions to improve quantification, inventory management, warehousing, distribution, and stock monitoring for health emergency-related medical and diagnostic supplies and commodities, with a focus on emergency surge capacity readiness Contribute to the establishment and operationalization of Emergency Readiness Reserves (ERRs) by supporting forecasting, pre-positioning, replenishment, and contingency planning for priority medical, diagnostic, and health emergency response commodities and supplies. Develop and implement contingency and surge logistics plans to address supply chain disruptions during logistical constraints or public health emergencies. 2. Medical, Laboratory, and Diagnostic Commodity Security Provide technical leadership and support to ensure the availability of medical, laboratory and diagnostic supplies and commodities, including reagents, diagnostic test kits, consumables, PPEs, cold chain supplies, and specimen collection and transport materials. Coordinate closely with DOH- Supply Chain Management Service (SCMS), Office for Health Laboratories (OHL), Health Emergency Management Bureau (HEMB), Research Institute for Tropical Medicine (RITM), and Department of Agriculture Bureau of Animal Industry (DA- BAI) to support reliable supply chains for human and animal health laboratories supporting zoonotic and epidemic-prone disease surveillance. Support alignment of laboratory supply chain systems with surveillance and diagnostic workflows to reduce delays from detection to confirmation. 3. Subnational and Facility-Level SCM Capacity Strengthening Provide day-to-day technical assistance to partner facilities and subnational units to improve SCM practices, including stock monitoring, redistribution, and emergency procurement procedures. Support development, adaptation, and dissemination of SOPs, tools, job aids, and training materials for facility-level SCM and emergency logistics. Participate in mentoring and monitoring activities to promote sustainable improvements in SCM practices, particularly in high-risk and geographically isolated areas. 4. Emergency and Crisis Logistics Operations Support emergency procurement, rapid mobilization, pre-positioning, and delivery of essential medical and diagnostic supplies and commodities during outbreaks and public health emergencies Oversee and support end-to-end supply chain processes, demand forecasting, procurement planning, warehousing, and nationwide distribution of essential medical and diagnostic supplies and commodities Monitor inventory levels, consumption, expiries, and replenishment needs to prevent stock-outs and wastage of time and temperature sensitive commodities Coordinate emergency logistics operations with relevant DOH units and stakeholders. 5. Data, Reporting, and Coordination Collect, validate, and analyze SCM-related data from facilities and partner agencies to identify gaps, risks, and opportunities for improvement. Contribute to the development of routine reports, technical briefs, dashboards, and presentations to inform project leadership, DOH counterparts, and US Government stakeholders. Coordinate closely with other EpiC GHS technical teams (Laboratory and Diagnostics, Health Emergency Management, Surveillance, IPC, and EMCE) to ensure integrated implementation of supply chain-related activities. 6. Program Support and Compliance Support preparation of technical products, workplans, progress reports, and donor communications. Ensure supply chain activities’ compliance with donor requirements, national regulations, and project operational standards. Perform other duties as assigned in support of EpiC GHS implementation. EDUCATION/EXPERIENCE:  Bachelor’s degree in supply chain management, Logistics, Public Health, or a related field. A master’s degree is an advantage At least 5 years of experience with NGOs or INGOs involving supply chain management, preferably in global health security, health emergency management or related health programs Strong understanding of SCM processes within DOH and the public and private sectors, particularly in the context of health-related commodities Knowledge of health programs, public health, international development, and/or social sciences in the Philippines Have written and oral communications skills Excellent analytical, problem-solving, and decision-making skills Ability to work independently and as part of a team with initiative to manage high volume workflow Experience in working with country programs funded by the US government or other international donors Strong problem-solving skills.
