Job Description: Business Overview The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening the foundation of technology. Within TMD, the Corporate IT Supervisory Department (CITD) drives Rakuten Group’s global corporate IT services and infrastructure. Our mission is to empower Rakuten through innovative and secure IT solutions that enhance efficiency and foster productivity. 　 Department Overview The Corporate IT Service Department (CITSD) empowers Rakuten through innovative and secure IT solutions that drive efficiency and enhance productivity. Our service scope encompasses enterprise application management for core business functions, driving business process automation and digital transformation through our IT platform, providing comprehensive end-user support and operations, and optimizing IT processes to support a range of essential services and platforms. Position: Position Details This position will lead and oversee the development of systems that support management accounting for IT system development costs. This role is responsible for defining strategy, managing end-to-end system development projects, and ensuring cost optimization and governance across multiple stakeholders.   Key Responsibilities include: Strategy & Planning - Develop and execute the roadmap for management accounting system development. - Drive initiatives to improve forecast accuracy and optimize development costs. Project Management - Manage all phases of system development: requirements definition, design, development, testing, and release. - Ensure backlog prioritization and adherence to release schedules. Budget & Cost Control - Prepare annual budgets for system development, including resource and asset planning. - Monitor actual vs. forecast performance and implement corrective actions. Team Leadership - Recruit, develop, and evaluate team members. - Allocate resources and manage progress across multiple projects. Stakeholder Engagement - Communicate with senior management and coordinate approval processes. - Manage vendor relationships and ensure contract compliance. Governance & Risk Management - Ensure compliance with security and regulatory requirements. - Oversee risk assessments related to contracts and licensing. 　 Work Environment Number of colleagues: Approximately 30-40, including overseas locations. Mandatory Qualifications: - Strong knowledge of management accounting and IT cost control. - Proven experience managing large-scale system development projects. - Hands-on experience in budgeting, cost analysis, and ROI evaluation. - Leadership experience managing teams of 10+ members. - Business-level proficiency in Japanese and English.   Desired Qualifications: - Experience with ERP or management accounting systems (SAP, Oracle, etc.). - Familiarity with cloud platforms (AWS, Azure). - Relevant certifications (PMP, Bookkeeping). 　 Other Information: Additional information on English Qualification TOEIC score of 800 or above (required).
